Press Release: State of Minnesota Receives Prestigious National Award for Outstanding Technology Innovation

Intertech and Minnesota’s Department of Employment and Economic Development (DEED) partnered on the award-winning Workforce One Re-Write project that introduced Scrum methodology to MN.IT

ST. PAUL, Minn.—October 14, 2015 — The National Association of State Chief Information Officers (NASCIO) has recognized MN.IT Services, the state’s information technology agency, for Information Communications Technology Innovations. Only 11 exemplary initiatives were chosen as recipients for the 2015 Recognition Awards from among 100 nominees nationwide.

The award recognizes the excellence of the state’s revamped Workforce One application, which helps track employment and training services for more than 100,000 eligible Minnesotans. Workforce One, a partnership between Minnesota’s Department of Employment and Economic Development (DEED) and Department of Human Services (DHS), is a web-based application used by nearly 2,000 state, city, county and non-profit employment and training providers.

“The overhaul of Workforce One has made it easier for state employees to assist more than 100,000 Minnesotans, who are searching for jobs and accessing training programs,” said Lt. Governor Tina Smith.

Intertech partnered closely with DEED IT staff since 2010 to develop and implement the complex software development project. A major component of Intertech’s contribution was the introduction of Scrum methodology, a form of agile project management, which allowed everyone on the project to consistently engage users and stakeholders throughout the life of the project.

“Agile project management helped the state complete the project on time and under budget,” said State Chief Information Officer and MN.IT Services Commissioner Tom Baden. “Winning a NASCIO award is a tremendous honor, and I am extremely proud of the team who worked to deliver a greatly-improved system that will help Minnesotans in search of jobs and training.”
“Everyone at Intertech congratulates MN.IT and, in particular, our IT partners at DEED, for this outstanding achievement,” said Intertech CEO Tom Salonek. “Not only did this critical project finish ahead of schedule and achieve all functional goals, it resulted in vastly improved communication and increased satisfaction among users and all other Workforce One stakeholders.

Project Background
The State of Minnesota—Department of Employment & Economic Development (MN DEED) & Department of Human Services (DHS)—was facing the challenges of trying to deliver client management services, reporting, training services and financial assistance to more than 100,000 customers and 28 agencies that are a part of Minnesota’s One Stop network with an existing case management application that was becoming obsolete. 

The existing system was cumbersome to the users and lacked usability, it had limited reporting capabilities, it required a great deal of manual data entry from users, and the programming language it was written in was no longer going to be supported by the vendor.  A solution was needed to address these challenges, along with improving the overall efficiency by which these services were delivered to the people of Minnesota. And with job counselors located across the state, the new system needed to provide instant, secure access to job search information and client files anytime, from anywhere.

The revamped Workforce One system is expected to save more than $1 million through increased efficiencies and reduced time and labor costs for job counselors using Workforce One.
