Bureau of Criminal Apprehension recognized | Print | E-mail Saint Paul - A Minnesota Department of Public Safety (DPS) Bureau of Criminal Apprehension (BCA) web-based application which allows criminal complaints, DWI records, citations and incident reports to be processed and signed electronically has won an international award. The International Asso­ciation of Chiefs of Police awarded eCharging its Excellence in Technology Award. The entry bested more than 4,000 others from across the globe to win the award. The BCA developed eCharging in conjunction with the Office of Traffic Safety. DPS Commissioner Mona Dohman said the award recognizes the work done not only by the BCA and OTS, but by Minnesota’s entire criminal justice community. “It saves agencies time and money by all nearly eliminating complaint delivery and redundant record entry; it speeds the suspect’s movement through the process; and it enables data integration for use by other criminal justice systems,” said Dohman. The system is hosted by the BCA and shared by the Minnesota court system, county and city attorneys, and law enforcement agencies including police departments, county sheriff’s offices and the Minnesota State Patrol. Criminal complaints are entered into the eCharging application rather than on paper. The complaints go from the law enforcement agency to the prosecuting agency and then the courts electronically. eCharging eliminates redundant record entry and the need to transport paperwork and wait for appropriate signatures. It leverages the Minnesota Court Integration Services’ eFiling services and interfaces with state drivers license files on DWI arrests. eCharging is used in 24 of Minnesota’s 87 counties. The BCA goal for statewide implementation is the end of 2014. The IACP/iXP Excellence in Technology Award recognizes achievements in information technology inno­­va­tion, excellence in law enforcement communications and interoperability and response to computer-related crime. The award will be presented to the BCA at the IACP Training Conference later this year.
